Country Manager - Weapons and Ammunition Management (WAM) Honduras and other locations

across Latin America

Full Time. 12-month contract with the possibility of extension.

Location: Based in Honduras (and other locations across Latin America)

Salary: Starting from 46,943 per annum (cUSD $57,974). This is inclusive of country specific packages (living overseas allowance, housing allowance, food allowance)

About the role:

HALO is seeking enthusiastic and experienced individuals to lead Weapons and Ammunition Management (WAM) projects in Honduras and other locations in Central and South America. HALO has been working in Latin America since 2013, with active WAM projects currently in El Salvador and Guatemala. HALO will be re-establishing operations in Honduras intends to open new projects across the region.

HALO’s mission is to increase security and stability in the region and reduce armed violence by securing state stockpiles of weaponry and preventing the diversion of firearms into the hands of gangs and organized crime groups. This is an exciting opportunity to lead a project from start-up, where you will work closely with host-nation security forces to assess and improve national WAM capacity.

As a HALO Country Manager, you will deliver all the aims and objectives of the project by building effective working relationships with national security forces, government institutions and other non-governmental organisations. You will coordinate the project’s technical activities including disposal, training, and construction as well as day-to-day activities such as finance, fleet, procurement, logistics, human resources, and legislative compliance. You will act as line-manager to a small team of national staff and coordinate with international technical specialists.

Job Responsibilities

Working within a close-knit team, the Country Manager will:

  • Lead the project and ensure the achievement of contractual donor objectives
  • Ensure an inclusive approach to gender and diversity is taken during all HALO activities
  • Lead liaison activity with host-nation partners, local civil society, NGOs operating in the region and other stakeholders to facilitate the project
  • Coordinate with the (Head of Region) HoR and HALO HQ departments to develop new funding opportunities
  • Coordinate the delivery of a Training Needs Analysis (TNA) of national institutions
  • Coordinate with and draft contracts for sub-contractors for construction/rehabilitation projects with the support of global specialists. Oversee the delivery of the contractual work
  • Write donor proposals and reports and contribute to operational reports such as the TNA
  • Manage the procurement, stock, and movement of associated equipment and vehicles
  • Oversee project activities ensuring they are conducted to the highest possible standard and in line with HALO SOPs, national policies, and international standards.
  • Manage the project finances, ensuring expenditure is within budget and all procedures are compliant with HALO’s Global Finance and Logistics Manual, donor contracts, and applicable legislation
  • Ensure proper budgeting, procurement, inventory, and maintenance procedures are in place
  • Establish close coordination and communication with designated donor points of contact, submitting formal reports and responses to queries when necessary
  • Manage the coordination of international travel arrangements for staff and visitors
  • Manage staff welfare, including morale, motivation, and discipline. Ensure that all staff are managed in line with national employment laws and HALO’s HR policies including vetting, employment and training
  • Ensure HALO’s compliance with all relevant national laws and regulations in the country of work. Work with external legal and financial counsel and brief HoR/HQ on important matters of note
  • Emplace regular coordination among the project team, HoR, technical subject matter experts and HQ groups
  • Ensure adequate HALO and donor visibility and recognition
